DESCRIPTION:Guest speaker Professor Rachel Barkow will be presenting on an 
 important issue\, widely and deeply present\, in our country today. She wi
 ll be exploring the political dynamics that enable and produce mass incarc
 eration\, and possible mechanisms for reversing course. &nbsp\;Rachel is c
 urrently Vice Dean and Segal Family Professor of Regulatory Law and Policy
  Faculty Director at the Center on Administration of Criminal Law\, NYU Sc
 hool of Law.\n\nShe has been invited to present her work to Congress\, bef
 ore both committees in the House and Senate. Her recent book is titled: "P
 risoners of Politics: Breaking the Cycle of Mass Incarceration." &nbsp\;We
